Causations of failure in megaprojects: A case study of the Ajaokuta Steel Plant project

This paper uses project organizational theories to draw lessons from a historic megaproject, the Ajaokuta Steel Plant (ASP). Archival reports on the ASP were explored to identify the unique attributes of the project; the political wrangling that underplayed its evolution, its economic significance and organizational impacts. Findings suggest the goals of the ASP project were, and still are, unambiguous. Failure occurred as socio-political forces aggravated the project’s complex milestones. Stakeholders were impatient with pre-project investigations. During planning, owners ignored opinions that were contrary to their expectations. While delays lingered, pressures from the global economy weakened the project’s motivation to succeed. These combined to turn the project’s outcomes into a chaotic situation that triggered dire implications. Despite about 1400% overrun in cost, the success achieved on the plant was 28% at commissioning. Contractors remained on site until eight years after commissioning. Six key elements of the 482 items in the ASP project contract were not delivered nearly 40 years on. A simplistic look at these suggests poor planning is the main problem. However, planning issues is not entirely strange in greenfield projects. The paper draws strength from project organization theories to explain what was poor about the planning. Socrates’ generic management theory was used to explain the role of leadership in the failure of the ASP project. McGregor’s Theory X and Theory Y explain the significance of stakeholders’ integration in megaprojects. Systems and chaos theories were used to explain the sensitivity of the ASP project to uncertainties. Narratives on these combine well to inspire stakeholders of megaprojects on where and how to seek courage in making effective plans that can help achieve success in complex projects. While normative literature only recognizes project success in a definitive perspective, this study provides insights from failure as an instrument to trigger sublime reflections.

摘要:

基于对钢铁工业发展历史的回顾和对中国钢铁企业结构调整的现状分析, 阐述了钢铁制造流程的解析与集成以及技术进步的方向,探讨了不同类型钢材的生产工艺,分析和展望了未来钢厂结构的发展模式以及投资决策问题。指出钢铁工业的时代命题是:市场竞争力和可持续发展;21世纪钢铁生产流程的功能将朝着冶金功能——低能耗、低物耗、高效率地生产新一代钢铁产品,并降低单位产品的投资额; 能源转换功能——形成工业生态链甚至转换出新能源;社会废弃物处理功能——实现环境友好。钢厂将逐渐向都市周边型钢厂或生态工业钢厂的模式发展。

IN VITRO ACTIVITY OF EXTRACTS OF FIVE MEDICINAL PLANT SPECIES ON PLANT PATHOGENIC FUNGI

The antifungal effectiveness of extracts of five medicinal plant species was determined. The inhibitory activity of extracts of Eucalyptus tereticornisXanthium sibiricumArtemisia argyiTupistra chinensis and Pyrola calliantha were evaluated against the mycelial growth of the plant pathogenic fungi Aspergillus nigerBotrytis cinerea, Penicillium digitatumP. expansum, P. italicumand Rhizopus stolonifer. All plant extracts were prepared at 60°C using solvents (either water, 50% ethanol (v/v), 95% ethanol (v/v), ethyl acetate or petroleum ether). Fungicidal effects of all plants tested were confirmed. Different extracts from the same plant species gave different degrees of inhibition. All aqueous extracts had weak or no activity on all fungi tested. Ethyl acetate and 95% ethanol extracts from T. chinensis rhizomes gave greater inhibition and a broader spectrum inhibition than the other extracts. T. chinensis may have potential as a new natural fungicide and may be used for the preservation of agricultural and forestry products such as fruits and vegetables.

An introduction to the medicinal plant genome project

摘要: In recent years, genomics has developed rapidly with the application of next-generation sequencing technology. However, very few studies have been carried out on genomics for medicinal plants. This paper introduces the genome research of medicinal plants, including genome sequencing, assembly, annotation, and functional genomics, to set up the foundation for the development of natural medicines and the selection of cultivars with good agricultural traits. This study places the study on traditional Chinese medicine into the frontier field of life science.

HEMIPTERAN-TRANSMITTED PLANT VIRUSES: RESEARCH PROGRESS AND CONTROL STRATEGIES

About 80% of plant viruses are transmitted by specific insect vectors, especially hemipterans with piercing-sucking mouthparts. Many virus-transmitting insects are also important crop pests that cause considerable losses in crop production. This review summarizes the latest research findings on the interactions between plant viruses and insect vectors and analyzes the key factors affecting insect transmission of plant viruses from the perspectives of insect immunity, insect feeding, and insect symbiotic microorganisms. Additionally, by referring to the latest applications for blocking the transmission of animal viruses, potential control strategies to prevent the transmission of insect-vectored plant viruses using RNAi technology, gene editing technology, and CRISPR/Cas9+ gene-driven technology are discussed.

Intelligent diagnosis methods for plant machinery

摘要: This paper reports several intelligent diagnostic approaches based on artificial neural network and fuzzy algorithm for plant machinery, such as the diagnosis method using the wavelet transform, rough sets, and fuzzy neural network; the diagnosis method based on the sequential inference and fuzzy neural network; the diagnosis approach by the possibility theory and certainty factor model; and the diagnosis method on the basis of the adaptive filtering technique and fuzzy neural network. These intelligent diagnostic methods have been successfully applied to condition diagnosis in different types of practical plant machinery.

Systems understanding of plant–pathogen interactions through genome-wide protein–protein interaction

摘要: Plants are frequently affected by pathogen infections. To effectively defend against such infections, two major modes of innate immunity have evolved in plants; pathogen-associated molecular pattern-triggered immunity and effector-triggered immunity. Although the molecular components as well as the corresponding pathways involved in these two processes have been identified, many aspects of the molecular mechanisms of the plant immune system remain elusive. Recently, the rapid development of omics techniques (e.g., genomics, proteomics and transcriptomics) has provided a great opportunity to explore plant–pathogen interactions from a systems perspective and studies on protein–protein interactions (PPIs) between plants and pathogens have been carried out and characterized at the network level. In this review, we introduce experimental and computational identification methods of PPIs, popular PPI network analysis approaches, and existing bioinformatics resources/tools related to PPIs. Then, we focus on reviewing the progress in genome-wide PPI networks related to plant–pathogen interactions, including pathogen-centric PPI networks, plant-centric PPI networks and interspecies PPI networks between plants and pathogens. We anticipate genome-wide PPI network analysis will provide a clearer understanding of plant–pathogen interactions and will offer some new opportunities for crop protection and improvement.

Rhizosphere immunity: targeting the underground for sustainable plant health management

Managing plant health is a great challenge for modern food production and is further complicated by the lack of common ground between the many disciplines involved in disease control. Here we present the concept of rhizosphere immunity, in which plant health is considered as an ecosystem level property emerging from networks of interactions between plants, microbiota and the surrounding soil matrix. These interactions can potentially extend the innate plant immune system to a point where the rhizosphere immunity can fulfil all four core functions of a full immune system: pathogen prevention, recognition, response and homeostasis. We suggest that considering plant health from a meta-organism perspective will help in developing multidisciplinary pathogen management strategies that focus on steering the whole plant-microbe-soil networks instead of individual components. This might be achieved by bringing together the latest discoveries in phytopathology, microbiome research, soil science and agronomy to pave the way toward more sustainable and productive agriculture.

ROUTE DEVELOPMENT, ANTIVIRAL STUDIES, FIELD EVALUATION AND TOXICITY OF AN ANTIVIRAL PLANT PROTECTANT

It has previously been shown that tryptophan, the biosynthesis precursor of Peganum harmala alkaloids, and its derivatives have anti-TMV activity both in vitro and in vivo. Further exploration of this led to the identification of NK0238 as a highly effective agent for the prevention and control of diseases caused by plant viruses, but the existing routes are unsuitable for its large-scale synthesis. This study optimized a route for two-step synthesis of this virucide candidate via reaction of l-tryptophan with triphosgene to produce l-tryptophan-N-carboxylic anhydride, which then reacts with n-octylamine to give NK0238 at up to 94% yield and nearly 97% HPLC purity. In addition, the route was used for the preparation of NK0238 on a>40 g scale permitting further assessment of its antivirus activity in the greenhouse and field experiments, and toxicity tests. NK0238 exhibited useful antiviral activities against a variety of viruses both in greenhouse and field experiments. The toxicity tests showed that NK0238 was not acutely toxic to birds, fish, honey bees and silkworms. The optimized route provides a solid foundation for its large-scale synthesis and subsequent efficacy and toxicity studies, its excellent activity and safety make NK0238 a promising drug candidate for further development.

Decontamination efficiency and root structure change in the plant-intercropping model in vertical-flow

摘要: Subtropical climatic conditions can contribute to the death of the aerial parts of constructed wetland plants in winter. This presents a barrier to the widespread application of constructed wetland and is an issue that urgently needs to be solved. Three contrasting experiments, the plant-intercropping model (A), the warm-seasonal plant model (B), and the non-plant model (C), were studied in terms of their efficiency in removing pollutants, and the change in root structure of plants in the plant-intercropping model within the vertical-flow constructed wetlands. The results indicate that model A was able to solve the aforementioned problem. Overall, average removal rates of three pollutants (COD , total nitrogen (TN) and total phosphorous (TP)) using model A were significantly higher than those obtained using models B and C ( <0.01). Moreover, no significant differences in removal rates of the three pollutants were detected between A and B during the higher temperature part of the year ( >0.05). Conversely, removal rates of the three pollutants were found to be significantly higher using model A than those observed using model B during the lower temperature part of the year ( <0.01). Furthermore, the morphologies and internal structures of plant roots further demonstrate that numerous white roots, whose distribution in soil was generally shallow, extend further under model A. The roots of these aquatic plants have an aerenchyma structure composed of parenchyma cells, therefore, roots of the cold-seasonal plants with major growth advantages used in A were capable of creating a more favorable vertical-flow constructed wetlands media-microenvironment. In conclusion, the plant-intercropping model (A) is more suitable for use in the cold environment experienced by constructed wetland during winter.

Regulation of NLR stability in plant immunity

Plant nucleotide binding domain and leucine-rich repeat (NLR) receptors recognize pathogen effectors directly or indirectly and mediate innate immune responses. NLR-mediated immunity also has direct impacts on plant growth and development, as well as yield and survival. The levels of NLR proteins are therefore intricately controlled in plants to balance defense responses and other processes. In recent years, the ubiquitination-26S proteasome system and the HSP90 chaperones have emerged as having key functions in the regulation of NLR stability. The N-end rule pathway of protein degradation is also directly linked to NLR stability. Recent progress in the regulation of NLR stability and turnover is summarized here, focusing on the key components and pathways.

On braced trapezoidal corrugated steel shear panels: An experimental and numerical study

摘要: In this study, a new system consisting of a combination of braces and steel infill panels called the braced corrugated steel shear panel (BCSSP) is presented. To obtain the hysteretic behavior of the proposed system, the quasi-static cyclic performances of two experimental specimens were first evaluated. The finite element modeling method was then verified based on the obtained experimental results. Additional numerical evaluations were carried out to investigate the effects of different parameters on the system. Subsequently, a relationship was established to estimate the buckling shear strength of the system without considering residual stresses. The results obtained from the parametric study indicate that the corrugated steel shear panel (CSSP) with the specifications of a = 30 mm, t = 2 mm, and θ = 90° had the highest energy dissipation capacity and ultimate strength while the CSSP with the specifications of a = 30 mm, t = 2 mm, and θ = 30° had the highest initial stiffness. It can thus be concluded that the latter CSSP has the best structural performance and that increasing the number of corrugations, corrugation angle, and plate thickness and decreasing the sub-panel width generally enhance the performance of CSSPs in terms of the stability of their hysteretic behaviors.
